The NM Governor has implemented a complex Red/Yellow/Green county-by-county framework that will permit counties to operate under less restrictive public health measures when health metrics demonstrating the extent of the spread of the virus and test positivity within those counties are met.

Ruidoso and Lincoln County are classified as RED.

Face masks are required in public.

Remember, the Inn of the Mountain Gods and Ski Apache are not controlled by the Governor. Ski Apache info is below the Red/Yellow/Green info and it is a must-read if you plan to ski.
RED
Counties at the red level are those with a new COVID-19 case incident rate of greater than eight (8) cases per 100,000 inhabitants during the most recent two-week period and an average percent of positive COVID-19 test results over the most recent 14-day period greater than 5%.

Essential Retail: 25% of maximum occupancy or 75 customers, whichever is smaller

Food & Drink Establishments: No indoor dining, outdoor dining allowed at 25% of maximum occupancy, establishments serving alcohol must close at 9:00 pm. Note: many local restaurants are doing a nice job with patio dining even when it's cold outside with heaters so plan to wear a warm coat and enjoy dinner in town.

Many of the RV parks are open at least at some capacity. Hiking trails are open. Campfires are allowed. For more info about camping and hiking call the Smokey Bear Ranger Station 575-257-4095. I don't have good info on hiking or camping.
